Introduction
We know it is not easy to think ahead about your own funeral or that of a loved one. It is a subject most of us put off, and that is only natural. Yet many people come to look for information about it precisely out of care — the wish not to leave their family a financial burden in a moment of grief. If you too are wondering how to prepare the financial side in advance, you are in the right place, and we will explain everything to you calmly and honestly.
In Romania there are, in practice, two private ways to pay for a funeral ahead of time: funeral insurance (also called death insurance) and a prepaid funeral services contract. Both complement, but do not replace, the state death benefit. This guide is not selling you anything: it shows you honestly how each option works, how much it costs, how widespread it really is and — very importantly — what the risks are that few people think about.
This material is written for people who want to understand their options before signing anything. If you would rather focus for now on memories rather than formalities, you can always preserve the memory of your loved ones in a digital memorial on Kinmory — a quiet place, accessible to the whole family. The information below is for guidance and is current as of July 2026.
The State Death Benefit: The Foundation (in Brief)
The state death benefit is the first and safest source of money for a funeral in Romania. In 2026 it is worth 9.192 lei for an insured person or pensioner and 4.596 lei for an uninsured one; it is paid once, after the death, and it is a legally guaranteed right. It requires no preparation in advance.
In practice, this sum covers only about half of an ordinary funeral, which usually costs between 10.000 and 22.000 lei, depending on the city and the services (the most modest options can come down to around 4.000 lei). This is where the rest of the article starts from: because the state covers only a part, some families look for private solutions to make up the difference. The benefit is granted under Law no. 360/2023 on the public pension system and Law no. 44/2026 (the state social insurance budget), it is paid by the territorial pension houses (CNPP) or by the employer, and it must be claimed within 3 years of the death.
We will not repeat the entire procedure here — documents, who files the application, how long it takes to be paid — because it has a dedicated article. If you want the complete steps, read our guide on the funeral benefit in 2026. For the order of magnitude of the expenses it helps cover, see how much a funeral costs in Romania in 2026.
The Four Ways to Pay for a Funeral (Comparison Table)
In Romania, a funeral can be paid for in four ways: from the state death benefit, from private funeral insurance, through a prepaid services contract or — most frequently — from the family's own funds, at the time of the death. Each has a different mechanism, a different sum and, above all, a different level of legal protection. The table below compares all four at a glance.
Table 1 — The Four Mechanisms for Paying for a Funeral
| Mechanism | How it works | Typical sum (2026) | Legal protection | Who it's for |
|---|---|---|---|---|
| Death benefit (state, CNPP) | One-time reimbursement, after the death | 9.192 lei (insured) / 4.596 lei (uninsured) | Guaranteed legal right | Everyone (see the dedicated article) |
| Funeral / death insurance (private) | Commercial product, paid in advance with premiums | Fixed insured sums, ~2.000–12.000 lei | ASF supervision, but no funeral-specific guarantee fund | Those who want to top up the state benefit |
| Prepaid funeral services (pre-need) | Contract with a funeral home, paid in advance | Package price locked in at today's rate | There is NO guarantee fund / escrow for the money paid in advance | Niche, rare (mainly Bucharest) |
| Ad-hoc payment at the time of death | The family pays from its own funds | 4.000–22.000 lei | — | Most families |
Indicative source: CNPP (cnpp.ro), insurers' public offers and the practice of funeral homes; sums valid as of July 2026. The "Typical sum" column shows the insured sum or the package price, not the monthly premium.
The key takeaway from this table is the last column on the right, legal protection. Only the death benefit is a guaranteed right. Private insurance policies are supervised by the Financial Supervisory Authority (Autoritatea de Supraveghere Financiară), but they have no guarantee fund dedicated to funerals. And with prepaid services, the money you pay in advance is not protected by any mechanism. We detail each row below.
Private Funeral Insurance: How It Works and Who It's For
Funeral insurance (also called death insurance) is a commercial product through which you pay premiums in advance, and at death the family receives a fixed insured sum. In Romania it is a thin niche: few insurers sell it as a distinct product, and the insured sums are modest, usually between 2.000 and 12.000 lei. It is not a mass product, as it is in other countries.
Two products are sold explicitly for this purpose. GRAWE România offers the "INFINIT" product, a funeral insurance policy with insured sums of 2.000, 4.000, 6.000 or 8.000 lei, for policyholders between 40 and 70 years old, with premiums paid over 10 years and no medical examination. Groupama sells a "private death insurance policy with the benefit paid out within 24 hours", with sums of 5.000, 8.000 or 12.000 lei, entry up to age 85, no medical assessment and coverage from the second year of insurance.
The other large insurers do not sell a separate funeral policy. At Allianz-Țiriac, Generali, Metropolitan Life or Signal Iduna, death is simply the basic risk of a general life insurance policy. The closest mainstream substitute is NN Silver Care, a whole-life product for seniors over 55, with coverage between 5.000 and 50.000 lei — but which is not marketed as funeral insurance.
Table 2 — Private Insurance Policies That Cover the Funeral (2026)
| Product | Insurer | Insured sums | Entry age | Notable features |
|---|---|---|---|---|
| INFINIT (funeral insurance) | GRAWE România | 2.000 / 4.000 / 6.000 / 8.000 lei | policyholder 40–70 years | premiums paid over 10 years; no medical examination |
| Death insurance with payout in 24h | Groupama | 5.000 / 8.000 / 12.000 lei | entry up to age 85 | no medical assessment; coverage from year 2 |
| Silver Care (whole life, senior 55+) | NN România | 5.000–50.000 lei | senior 55+ | not sold as funeral insurance, but the closest substitute |
Source: grawe.ro, groupama.ro, nn.ro; insured sums valid as of July 2026. Insurers publish the insured sums, not the premiums — the premium depends on age, sum and payment duration, and is communicated to you only through a personalized offer.
An honest word about money: do not look only at the insured sum, but also work out how much you pay in total (premium × number of years). If you pay for ten years for an insured sum of 6.000 lei, compare the total of the premiums with that sum and with what your own savings would bring over the same period. Sometimes insurance brings peace of mind and discipline; other times, a personal reserve set aside is more advantageous. It depends on your age, your health and how many years you will pay.
Prepaid Funeral Services: Real, but Legally Unprotected
Prepaid funeral services (pre-need) mean a contract through which you pay in advance for a funeral package from a funeral home, at today's price. In Romania they are real, but rare — they appear mainly in Bucharest — and, unlike the state benefit or insurance, the money paid in advance is not protected by any guarantee fund or escrow account. This is the most important thing to remember in the whole article.
A few operators promote such contracts: ProFian offers an "advance funeral contract", and Eden Funerare mentions "prepaid packages". The idea is appealing — you lock in today's price and spare the family difficult decisions during a time of mourning. The problem is what happens to your money if, in the years that pass until the death, the company closes, is taken over or changes its prices. In Romania there is no mechanism to refund your money in such a case.
It is important not to confuse two things. Law no. 102/2014 on cemeteries, human crematoria and funeral services, in article 27, requires funeral operators to hold a "guarantee fund". But that fund covers only compensation for the non-performance or defective performance of services — that is, the situation in which the service is poorly delivered. It does not guarantee the money you paid in advance through a pre-need contract. It is a subtle but decisive distinction for your financial safety.
Nor do the authorities' inspections currently target the safety of the money paid in advance, but rather price transparency. In a themed action in June 2025, ANPC inspected 208 funeral operators, applied 110 sanctions and fines of 355.000 lei — but for consumer-information problems, not for protecting prepaid sums. The practical conclusion: if you do still consider a prepaid contract, ask in writing for indexation to inflation, a clear clause about what happens if the company disappears, and whether the family can use the money at any funeral home. If your budget is tight, compare it with a more economical option too, such as cremation, whose prices you can find here.
What Mature Markets Look Like and Why Romania Lags Behind
Compared with mature markets, Romania lags far behind on funeral prefinancing products — and it is important to see the contrast, not a false equivalence. In Spain, "seguro de decesos" (death insurance) covers almost half of the population (~46%). In France, "obsèques" contracts are guaranteed through a dedicated fund (FGAP), which protects subscribers' money. There, funeral prefinancing is a widespread and legally protected habit.
In Romania, the picture is entirely different. The penetration of life insurance in general is around 0,2% of GDP, compared with a European average of about 3,93% — nearly twenty times lower. In other words, life insurance products and, all the more so, funeral ones, are still in their infancy. We do not say this to discourage you, but to set realistic expectations: in Romania you will find neither the rich offering of Spain nor the protection of the French fund. The market is small, the products are few, and the safety net for money paid in advance is missing.
This comparison explains why, for most families in Romania, the safest combination remains the state death benefit plus your own reserve — possibly supplemented, if you wish, with a modest private insurance policy. Prepaid contracts remain a niche for particular cases, not a mass solution.
How to Choose: Questions to Ask Before You Sign
Before you sign any insurance or prepaid services contract, compare the total cost with what you receive and ask a few key questions. The most important ones concern the total premium versus the insured sum, indexation to inflation, what happens if the company closes, and whether the family can use the money at any funeral home. An honest seller will answer you in writing, without hesitation.
There is no universal "right" choice — there is only the choice that suits your age, health, budget and peace of mind. Take your time, ask for offers from several providers, and do not sign under emotional or time pressure. The table below gathers the questions that matter most.
Table 3 — Questions to Ask Before Signing
| The question to ask | Why it matters |
|---|---|
| How much do I pay in total (premiums × years) versus the insured sum? | Sometimes you pay more than you receive |
| Is the sum or the package indexed to inflation? | Without indexation, the value erodes over time |
| What happens to the money if the company closes? | In Romania there is no guarantee fund for sums paid in advance |
| Can the family use the money at any funeral home? | A prepaid contract can tie you to a single provider |
| Is there a waiting period before coverage begins? | Some policies cover death only from the second year |
| What documents must the family present at the time of death? | A simple process spares relatives extra bureaucracy |

Frequently Asked Questions (FAQ)
What is the difference between the death benefit and private funeral insurance?
The death benefit is a state provision (CNPP): a one-time sum, paid to the family after the death — 9.192 lei for an insured person or pensioner and 4.596 lei for an uninsured person, in 2026. Private funeral insurance is a commercial product that you pay for in advance through premiums and that provides an additional insured sum. The two can be combined; they do not exclude each other.
Is the money in a prepaid funeral contract protected if the company closes?
Not entirely. Law no. 102/2014 (art. 27) requires funeral operators to hold a guarantee fund, but it covers only the non-performance or defective performance of services — not the money you paid in advance. In Romania there is no escrow account and no dedicated fund to refund your money if the company disappears. That is why you should ask in writing for guarantees and price indexation before you pay.
How much does funeral insurance cost in Romania?
Insurers do not publish the monthly premium, because it depends on age, on the insured sum and on the payment duration. What is public are the insured sums: at GRAWE INFINIT, between 2.000 and 8.000 lei; at Groupama, between 5.000 and 12.000 lei (2026). The actual premium is communicated to you only after a personalized offer. Ask for offers from several insurers and compare the insured sum with the total premium paid.
Is death insurance worth it in Romania in 2026?
It depends on your situation. The state death benefit remains the foundation and covers roughly half of a typical funeral. A private policy makes sense if you want to top up this sum and avoid leaving your family a financial burden. But always compare the total premiums with the insured sum — sometimes your own savings are more advantageous. There is no single answer that applies to everyone.
What is an advance funeral contract (pre-need)?
It is a contract through which you pay in advance for a package of funeral services from a funeral home, locking in today's price. In Romania it exists, but is rare, mainly in Bucharest. The advantage is that you fix the price and spare the family decisions in a difficult moment. The risk is that the money paid in advance is not legally protected, so check the indexation and what happens if the company closes.
